What is actually happening inside the concrete

Reinforced concrete is a marriage. The concrete resists compression, the steel bars inside resist tension, and the alkaline chemistry of the concrete keeps a thin protective film on the steel. As long as that alkalinity holds and water stays out, the marriage lasts decades.

Then the film breaks down.
